Right-to-repair laws have quietly gone from advocacy talking point to enacted legislation in over a dozen states. Here's what the laws actually require, what 'parts pairing' means, and why this affects you even if you never plan to open a device yourself.

At its core, a right-to-repair law requires manufacturers to make the things needed for an independent repair — replacement parts, repair manuals, diagnostic software, and specialized tools — available to the public, not locked away for the manufacturer's own authorized repair network alone. Before these laws existed, it was common, and entirely legal, for a company to sell you a product while making it deliberately difficult for anyone but them to fix it. That pushed people toward expensive official repairs or, more often, toward just replacing the device entirely rather than dealing with the hassle and cost of tracking down a workaround.
It's worth sitting with how strange that arrangement actually is once you say it out loud. You bought the device. It's sitting on your desk or in your pocket. And yet, for years, the company that sold it to you got to unilaterally decide whether you were allowed to fix it yourself or take it to an independent shop down the street.
The Current State of the Law
As of mid-2026, thirteen states have enacted some form of right-to-repair statute covering consumer electronics, including California, Colorado, Connecticut, Kansas, Minnesota, New York, Oregon, Texas, and Washington. The pace has picked up noticeably this year: Colorado's law covering phones, computers, and TVs took effect January 1, 2026, with Connecticut's and Texas's laws following on July 1 and September 1 respectively. More than thirty-three additional right-to-repair bills were introduced across thirteen states in just the first few weeks of the year alone, with several carried-over bills from 2025 still moving through legislatures in Pennsylvania, Ohio, Massachusetts, and Wisconsin.
This is a genuinely fast-moving legal landscape, more so than most consumer protection issues tend to be. What's true in your state this year may not have been true last year, and it may well expand further next year — which makes this one of those rare areas where it's actually worth periodically checking back in rather than assuming the situation you learned about once is still accurate.
The Fight Behind the Headline: Parts Pairing
The most contested detail in current right-to-repair legislation is a practice called parts pairing — where a device is programmed to only fully function with the exact original part it shipped with, verified through serialized software matching, even if a replacement part is physically identical and manufactured by the same original company. Replace a screen or battery without going through an authorized channel, and the device may throw persistent warnings, silently disable certain features, or in some cases refuse to function properly at all, regardless of whether the replacement part is genuinely, physically fine.
Repair advocates have specifically pushed 2026 legislation to explicitly ban parts pairing, and it's easy to see why once you understand the loophole it otherwise creates. Without that provision, a right-to-repair law can technically be satisfied on paper — parts and manuals are made available, box checked — while the practical effect that actually matters, being able to repair the device and have it work normally afterward, is still quietly blocked by software running behind the scenes. Why This Matters Even If You Never Fix Your Own Devices
You don't need to be someone who repairs their own electronics for any of this to affect you directly, and this is the part that tends to surprise people who've never thought much about it.
It affects repair prices everywhere, including official ones. More competition from independent repair shops — who can only realistically operate with genuine parts access — puts downward pressure on prices at authorized repair counters too, even the ones run by the manufacturer itself, simply because they're no longer the only option in town.
It affects how long your devices actually last. A device that's uneconomical to repair gets replaced instead of fixed, which is worse for your wallet in the short term and worse for electronic waste in the aggregate, one of the fastest-growing waste categories globally and one that disproportionately ends up in landfills in countries with the least capacity to process it safely.
It affects resale value. A device with a documented, genuinely available repair path holds value noticeably better on the used market than one where a single cracked screen effectively ends its useful life, because buyers increasingly factor repairability into what they're willing to pay secondhand.
It's coming to more categories, not fewer. What started with phones and laptops is expanding steadily outward — automobiles, wheelchairs and other medical equipment, and agricultural equipment (a fight John Deere in particular has been at the center of for years, with farmers pushing back hard against being locked out of their own tractors) are all part of the active 2026 legislative push, and the list keeps growing as more industries get pulled into the same conversation.
What to Actually Do With This
If you're in a state that hasn't yet enacted right-to-repair legislation, advocacy groups like The Repair Association track active bills and make it fairly straightforward to contact your state legislators about it, even if you've never contacted a legislator about anything before. If you're buying a new device, it's worth checking whether the manufacturer publishes repair manuals and sells parts directly. A growing number do, sometimes ahead of what the law in your state actually requires, because sustained consumer pressure on this exact issue has become genuinely hard for companies to keep ignoring.
A smaller, more immediate step: before you next hand a broken device over for an "assembly replacement" quote that seems oddly expensive for what sounds like a small problem, it's worth asking specifically what part is actually failing and whether a targeted repair is available anywhere, official or independent. Sometimes the expensive quote really is the only option. Increasingly, though, it isn't, and asking the question at all is a habit worth building.
Either way, this isn't a niche electronics-hobbyist issue anymore, if it ever really was. It's a consumer protection fight that's quietly winning, state by state, in a way that will likely touch the next device you buy whether you're paying attention to it or not.
